Dr. Phelps is a Chicago-based Oculofacial Plastic Surgeon. He received his medical degree from Drexel University College of Medicine, completed his residency at the John H. Stroger, Jr. Hospital of Cook County, and is fellowship trained in Oculofacial Plastic Surgery.
