Dr. Outlaw completed his Bachelor of Science and Medical Doctor degree at the University of South Alabama in Mobile, Alabama. He then completed a five year general surgery residency at Louisiana State University and Charity Hospital of Louisiana, New Orleans. He was named Outstanding Resident runner-up during his Chief Resident year and received a research grant from the Southern Medical Association.

Dr. Outlaw then completed a plastic surgery residency at the Medical College of Georgia, Augusta, receiving Excellence in Teaching Award from the School of Medicine and was a receipient of a research grant from the American Society for Aesthetic Plastic Surgery.

Dr. Outlaw is certified by the American Board of Plastic Surgery and the American Board of Surgery. He holds an appointment as Clinical Assistant Professor of Surgery with the Department of Surgery and Department of Physician Assistant Studies at the University of South Alabama. He is a Fellow with American College of Surgeons and International College of Surgeons, Member of American Society of Plastic Surgeons, the American Society for Aesthetic Plastic Surgery, Southeastern Society of Plastic and Reconstructive Surgeons, and American Medical Association.
